Federal Resume Writing – Senior Executive Service

Federal Resume Writing – Senior Executive Service

The Executive Core Qualifications are required for entry to the Senior Executive Service and are used by many departments and agencies in selection, performance management, and leadership development for management and executive positions.  The executive core qualifications define the competencies needed to build a federal corporate culture that drives for results, serves customers, and builds successful teams and coalitions within and outside the organization.  The ECQs were designed to assess executive experience and potential-not technical expertise.

Successful performance in the SES requires competence in each ECQ:

This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

This core qualification involves the ability to lead people toward meeting the organization’s vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

This core qualification involves the ability to manage human, financial, and information resources strategically.

This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

To meet the minimum qualification requirements for a SES position, we ensure that the applicant possess the five Executive Core Qualifications (ECQs), the Mandatory Technical Qualifications, and any other qualifications, if applicable, according to the job opportunity announcement.

We prepare written statements (narrative format) describing accomplishments that would satisfy the five ECQs.  We ensure that each ECQ is clear and emphasize the candidates level of responsibilities, scope and complexity of programs managed, program accomplishments with results of their actions, policy initiatives and level of contacts utilizing the Challenge-Context-Action-Result (CCAR) Model.

1) Challenge

We describe in detail a specific problem or goal.

2) Context

We describe the individuals and groups you worked with, and/or the environment in which you worked, to address a particular challenge (e.g., clients, co-workers, members of Congress, shrinking budget, low morale).

3) Action

We then discuss the specific actions you took to address a challenge.

4) Result

Finally, we give specific examples of measures/outcomes that had some impact on the organization.  We ensure that these accomplishments demonstrate the quality and effectiveness of your leadership skills to match each competency.

Furthermore, we prepare any Mandatory Technical Qualifications requirements separately.

This resume package can include a minimum of 10-12 pages to highlight the ECQ accomplishments and any Mandatory Technical Qualifications critical to successful performance in the SES.  This package also includes up to an additional 5 pages for a resume.
